As of January 1, 2025, Ethiopia has initiated the mandatory use of its national digital identification system, known as Fayda, for banking transactions in the capital city, Addis Ababa. The use of Fayda Digital ID marks the beginning of a phased rollout aimed at enhancing financial inclusion and security across the nation.
The National Bank of Ethiopia (NBE), in collaboration with the National ID Program (NIDP), has outlined a comprehensive schedule for the integration of Fayda into the banking sector. Starting January 1, 2025, the use of Fayda ID will be mandatory for opening new bank accounts in Addis Ababa. By July 1, 2025, this requirement will expand to include bank branches in other major cities across the country.
The system is set to achieve full nationwide implementation for all banking transactions by January 1, 2026, marking a significant milestone in the rollout. Finally, by December 31, 2026, all existing bank account holders must link their accounts with their Fayda ID to comply with the new regulations. This gradual approach provides citizens with ample time to adapt while allowing financial institutions to integrate the system effectively. As well as providing citizens with ample time to acquire their digital IDs and ensure a smooth transition across the banking industry.
The introduction of the Fayda digital ID system is a transformative step aimed at reshaping Ethiopia’s financial landscape. Its primary goals include enhancing financial inclusion by offering a standardized and secure form of identification, making banking services more accessible to all Ethiopians, particularly marginalized communities.
Additionally, the system is designed to strengthen security measures, enabling banks to verify customer identities with greater accuracy, thereby reducing fraud and bolstering the safety of financial transactions. Furthermore, the Fayda ID seeks to streamline banking processes, providing a unified identification system that simplifies account opening and improves efficiency in service delivery, ultimately enhancing the overall customer experience.
The NBE emphasizes that this initiative aligns with international best practices and sets the foundation for a robust financial ecosystem, which is vital for Ethiopia’s economic growth.
The Fayda ID system is a cornerstone of Ethiopia’s digital transformation efforts. The World Bank has endorsed the Digital ID for Inclusion and Services Project, aiming to provide at least 90 million Ethiopians, as well as refugees and migrants, with access to an inclusive and secure ID. This initiative is expected to improve access to services and economic opportunities, thereby contributing to inclusive growth and shared prosperity.
Additionally, international development consultancy DT Global, through a European Union-funded project, is assisting in building data exchange infrastructure and mobilizing financial resources for the implementation of Ethiopia’s digital government strategy, covering the period 2025-2030.
DT Global is also said to be helping in mobilizing financial resources for the implementation of the digital government strategy estimated at €100 million (US$103 million). This strategy focuses on enhancing digital services, improving connectivity, and strengthening cybersecurity measures.
Ethiopia’s move to mandate digital IDs for banking operations reflects a growing global trend towards digital identification systems. Such systems are recognized for their potential to unlock opportunities, particularly for vulnerable populations, by enabling access to essential services like education, healthcare, and financial inclusion. The World Bank notes that digital IDs can help governments deliver services more efficiently while reducing costs and combating fraud.
The NBE and NIDP are committed to providing support throughout this transition, ensuring that the integration of Fayda into the banking sector is seamless and beneficial for all stakeholders involved.
As Ethiopia embarks on this significant digital transformation journey, the successful implementation of the Fayda digital ID system is poised to play a pivotal role in shaping the future of the nation’s financial landscape.
